Beitbridge ONE: proposed 90-day pilot

Decision requested
Whether to run a small, council-controlled 90-day pilot of one digital workflow, using fictional or authorised data, with Council free to stop at any point. No cost savings or performance gains are promised; the pilot exists to measure them.
What the demonstration shows now
- Land case tracking. LandOS and Decision Desk: fictional cases move through stages only after sample evidence is marked and a written basis is recorded.
- Resident reporting. Service Hub reports get a DEMO-SRV reference, appear in the CityWorks register, and show dated status history to the resident.
- Works management. CityWorks: department assignment, field notes, ordered status changes and CSV export.
- Executive view. Command Centre figures are calculated from what was done on the device, with a print view.
- Master Plan evidence. Nine initiatives linked to the published Master Plan written statement, with tier figures and uncertainty notes.
- Staff pilot workspace. Invitation-only training space where every status change runs through one checked database step that records the actor, before and after state and a reason.
What it does not do yet
- The public demonstration stores entries in the visitor's own browser. Anyone can edit or clear that data, so it is not a record of anything.
- No connection exists to council finance, rates, land registers, the waiting list or any other council system.
- The staff workspace has no assigned users and holds fictional training records only. Email-link sign-in for invited staff has not yet been tested end to end with a council participant.
- The workspace history is written by the database and cannot be changed from the app, but it is not a certified or tamper-proof audit record.
- Mapping is a context map from OpenStreetMap, not the cadastre or an approved planning boundary.
90-day plan
- Days 01 to 30: Discovery and governance. Process map signed off by process owners; Data protection and access rules; Agreed success measures.
- Days 31 to 60: Scoped service build. Working pilot for one workflow; Officer training sessions; Audit trail and reporting.
- Days 61 to 90: Council-controlled acceptance and reporting. Acceptance test record; Performance report; Scale decision by Council.
Acceptance criteria
- Named council process owner signs off the mapped workflow by day 30.
- Data protection, retention and access rules agreed in writing before any personal data is entered.
- Officers complete the agreed test scripts on the pilot workflow with no unresolved critical defects.
- Every status change in the pilot carries an actor, time and reason that a supervisor can review and export.
- Day 90 report states measured results against the day 30 baseline, including what did not work.
- Council decides independently to stop, adjust or scale. No commitment is implied by the pilot.

Separate processes
Any software engagement would follow the Municipality's own procurement rules. Land and stand matters are entirely separate: any personal residential or industrial stand application by anyone at Mukoko.Studio goes through the ordinary public waiting-list process with no preference sought or implied. No stand is offered or reserved by this proposal.
