Discovery and governance
Document the existing land application, payment, planning and decision workflow. Confirm scope, policies, data ownership, risks, success criteria and integration constraints.

Scoped service build
Build the role-based case management pilot; import a small authorised dataset; enable reference lookups, records, stage changes and accountability reports.

Council-controlled acceptance and reporting
Officers test against agreed criteria. Council reviews outcomes, risks and costs, then decides independently whether to stop, adjust or scale.

Good governance first
Keep decisions independent
Land allocation, procurement and software pilots must use separate lawful procedures. No software arrangement is linked to stands or preferential treatment.
Protect people
Council-approved access, identity, evidence, permissions, retention and audit logs before any personal data is processed.
Council-owned data
Authoritative land, servicing and asset data remains with the Municipality. The pilot imports only a small authorised dataset.
No stands in this conversation
Any personal residential or industrial stand request by anyone at Mukoko.Studio would go through the Municipality's ordinary public application process, entirely separate from this software proposal, with no preference sought or implied.
Measure honestly
Agreed success criteria are set in the first 30 days and reported without exaggeration at day 90.
What Council receives
Interactive evidence of how the experience works, a clear integration gap assessment, a controlled delivery plan and measurable pilot criteria. This is a proposed pilot, not a council commitment. Any engagement would follow the Municipality’s own procurement rules.
